Statistics of newly built subsidized housing in Spain

The price of VPO and VPPL starts at 2 900 € while the average price is 205 278 € for subsidized housing. In addition, they are intended to be the primary residence of families whose income does not exceed certain established limits.

The most expensive VPO housing development options cost as much as 620 750 € and their price will continue to increase as construction progresses. Most of these projects have already started construction.

Types of subsidized housing

When talking about subsidized housing, the term VPO (subsidized housing) is commonly used as a general concept. However, this is not entirely correct. There are several types of subsidized housing, so it is more accurate to speak of public housing or subsidized housing.

VPO is housing qualified under state legislation, currently regulated by the state housing plan (2018-2021). However, there are also other types of housing protected by the autonomous communities. These are not considered VPO, but have different denominations depending on the autonomous community in which they are located.

The type of housing protection determines the maximum sale price or the maximum monthly rent in the case of rental, the income level of the buyer or tenant and the subsidies available. It is crucial to know the type of protection for each specific home.

Types of Protected Housing

Housing with Basic Public Protection (VPPB) VPPBs have a maximum built area of 110 m², although they can reach 150 m² for large families. They have a 20-year protection regime, but can be sold earlier if a maximum legal sale price is respected.

Limited Price Public Protection Housing (VPPL) VPPLs have a sale or rental price limited by the administration. Their maximum surface area is 150 m² and they can only be built on land intended for social housing. Protection lasts for 20 years, although disqualification can be requested after 15 years so that the property can be transferred to the free regime.

Publicly Protected Rental Housing (VPPA) VPPAs are intended for rental and have a maximum surface area of 110 m², or 150 m² for large families. In order to have access to this type of housing, the maximum annual rent must not be exceeded. Some VPPAs offer an option to buy (VPPA OC).

Special Regime Officially Protected Housing These homes are intended for people with low incomes. For example, in Andalusia, the protection regime lasts 15 years and recipients cannot exceed 3 times the IPREM.

VPT (Vivienda de Precio Tasado) VPTs have a limited maximum price and require certain access requirements to be met. Unlike VPOs, the minimum rent required for families is higher. In addition, they allow the purchase of the VPT even if one owns another free housing unit, provided that certain requirements are met.

Social Integration Housing (VIS) The VIS are intended for people who require social protection. They cannot be acquired as property, but can only be rented. Their maximum surface area is 130 m².

The supply of subsidized housing varies by region. Below are the locations with the largest number of subsidized housing developments and their respective percentages of the national total:

  • Madrid: 20 developments, representing 30% of the total.
  • Barcelona: 6 developments, representing 9% of the total.
  • Seville: 5 developments, representing 7.5%.
  • Zaragoza: 5 developments, also representing 7.5%.
  • Toledo: 5 developments, corresponding to 7.5%.
  • Álava: 4 developments, representing 6% of the total.
  • Granada: 3 developments, representing 4.5%.
  • Guadalajara: 3 developments, another 4.5% of the total.
  • Valladolid: 2 promotions, representing 3% of the total.
  • Malaga: 1 promotion, representing 1.5%.
  • Burgos: 1 development, also with 1.5%.
  • Badajoz: 1 promotion, another 1.5%.
  • Navarra: 1 promotion, representing 1.5%.
  • La Rioja: 1 promotion, another 1.5%.
  • A Coruña: 1 promotion, with 1.5%.

These figures reflect the areas with the greatest activity in the construction of subsidized housing, with Madrid being the leader with a significant proportion of the national total.
